An important milestone in the defense cooperation with the USA

The first agreement under the bilateral defense cooperation agreement between Sweden and the US (Defense Cooperation Agreement, DCA) was signed between US European Command (US EUCOM) and the Swedish Armed Forces within the infrastructure function, in Stockholm on June 3rd 2025. The agreement, a so-called Implementing Arrangement, is the first in a series of agreements that concretize the DCA agreement, which entered into force in 2024.

The negotiations have been ongoing since November 2024 under the leadership of the Swedish Armed Forces, in close collaboration with other Swedish authorities: the Swedish Fortifications Agency, the Swedish Defence Materiel Administration and the Swedish Transport Agency.

The DCA infrastructure agreement was signed, during the staff talks between the Swedish Armed Forces and US EUCOM, by Major General Johan Pekkari and Brigadier General Quaid H. Quadri (US EUCOM).

“The infrastructure agreement marks an important step in the deepened defense cooperation between Sweden and the US and creates the conditions for long-term planning and effective utilization of military infrastructure on Swedish territory. We appreciate USEUCOM’s commitment and high ambition in implementing our cooperation. Work now continues on additional implementing arrangements in parallel with more practical preparations related to specific locations and operational needs. Our ambition is to have six implementing arrangements completed by the end of the year”, says General Major Pekkari, Chief of Directorate for Plans and Policy.

“The signing of the Infrastructure Implementing Arrangement is a significant step forward in our bilateral relationship because it provides a roadmap for well-coordinated planning, design, construction, and operation of purposeful defense investments across Sweden", says Brigadier General Quadri.
