Course Purpose
To prepare nationally trained Staff Officers from NATO and PfP countries for assignments in Peace Support Operations (PSO), by giving them a working knowledge of NATO/PfP staff procedures*, in order to function at a NATO led multinational Headquarters.

Learning Objectives
- To understand the characteristics of the operational environment for HQ's.
- To understand multinationality in a PSO environment.
- To understand NATO Terms and terminology.
- To understand the importance of media in a PSO.
- To be familiar with PSO development and guiding documents.
- To be familiar with legal aspects Rules of Engagement (ROE), including human rights and humanitarian law.
- To be familiar with NATO ACO/ACT current issues.
- To be familiar with NATO policy and doctrine for CIMIC.
- To be familiar with IO/GO/NGO, their role and mandate, with particular focus on their humanitarian work.
- To be familiar with cultural challenges in a PSO environment.
- To be familiar with NATO Info ops and PsyOps.
- To be familiar with ROE’s, including influence of national law.
- To be familiar with UN civilian police, their role and tasks.
* Main focus of the staff procedures will be on operational planning at the tactical level based on the Allied Command Operations' Comprehensive Operations Planning Directive/COPD (Chapter 4 – Operational level, Phase 3 Orientation, Phase 4a CONOPS Development and Phase 4b OPLAN/Order Development) as well as the Guidelines for Operational Planning/GOP (Stage 2 Orientation, Stage 3 Concept Development and Stage 4 Plan Development).
