The budget bill is the government’s proposal for national income and expenditure for the following budget year.
During the autumn the departments, and as far as the Armed Forces are concerned the Defence Department, formulate guidelines in the form of settlement letters for the authorities. The settlement letters are normally formulated in consultation with the authorities, and they indicate targets for the activity of the authorities, the appropriations and subsidies available to the authorities and the information on results to be submitted to the government.
During the autumn the Supreme Commander’s commission for the Mission Command, Production Command and Command Staff is also prepared. In December Parliament takes a decision on the budget for the coming year. The Government ratifies the settlement letter to the Armed Force and the SC’s commission is then established. The Production Command then distributes activity commissions for 2008 to all units, schools and centres.
